A person who wishes to drive a vehicle such as a motorcycle or a car on the road must have a driving licence, Section 26(1) of the Road Transport Act 1987 asserts
... no person shall drive a motor vehicle of any class or description, on a road unless he is the holder of a driving licence which permits him to drive a motor vehicle.
If the driver does not have a driver's license then he has committed an offence under Section 26(2) asserting
... Any person who contravenes subsection (1) shall be guilty of an offence and shall on conviction be liable to a fine. or imprisoned... or both
